Isn't the "responsible party" referred to by the Rhode Island engineer actually 3M? All of us municipal taxpayers shouldn't pay to clean up this mess, the manufacturer who profited heavily should.
Curiously enough, early reports show that 3M seems to have ducked almost entirely out of responsibility for the harmful effects of PFAS in its firefighting foam in the island of Jersey. According to "The Guardian" (see link below) the government of Jersey signed an agreement back in 2005 not only letting 3M completely off the hook for damages, but even committing Jersey to help 3M in any court proceedings.
